EXTENDED: Open Enrollment State Health Benefits till Nov 11th

Submitted by Staff on Tue, 10/12/1999 - 17:00

On October 12, 2016, President David M Hughes reminded members in the full-time bargaining unit about the open enrollment period for State Health Benefits now underway in the month of October 2016.

Dear Members:

This is a reminder that October 1 – October 31 is the open enrollment period for the State Health Benefits Program. If you’d like to make changes to your health plan or your enrollment status, you might want to attend one of the university-sponsored health benefits fairs being held throughout the month on each campus:

The unions on the State Plan Design Committee have prepared the following summary of plan changes: 2017 Summary

If you are looking for a more affordable plan without having to choose a high-deductible plan, then you might consider one of the tiered network plans that were first introduced in 2016. If you enroll in one of these plans for 2017, then you will see premiums that are 25% lower than Horizon’s Direct 15 plan. The tiered plans may also pay you a one-time incentive ranging from $1000 - $2000. However, these plans cover no costs for visits to doctors out-of-network. Within the relevant network, the Tier 1 Plan gives a higher benefit level. If your current doctors and hospital are Tier 1 providers, then this might be the plan for you. We encourage you to do your research. At the above link you will find an entire section on tiered networks and the incentives, including links to the State, to Horizon and to Aetna.

You can also find a powerpoint explaining the Horizon and Aetna plans on this page -- this is a great resource for deparmtnet meetings focused on healthcare. Many graduate student leaders are visiting departments and offering presentations on these plans. If you'd like to have someone visit your department, email union organizer Anna Barcy at
